You're sort of right. Civilian use - Supposedly off-limits. Military, acceptable (even if operated by civilians, factories etc are all legitimate targets). The bit where you're wrong is on dual use. The rule is 'must not cause undue harm to civilians', which is why temporary blackout strikes in Yugoslavia were deemed ok and same for comms in Iraq etc. Granted...

We used technology that minimised impact to civilians by making any outages temporary, not removing the power plants entirely.
