87 kx250 powervalve problem?

The bike doesn't want to open up and it doesnt feel like a fouled plug or a fuel/air issue. It seems like these bikes had problems with the gears on the powervalves getting worn down to where they wouldnt activate. I havent looked to see if this is the case with my bike yet, but I have heard of people just taking out the valves and running it like that. Is there any way to get them to stay open without pulling them out? thanks

just looked at them through the exhaust and only the right valve moves with the pullrod. also the valves are sitting opposite from each other. the closed one is the left side that doesnt move.
