As the Alberta guys confirm, there's lots of riding going on here through the winter. The Wild Rose track is indeed open most weekends, but the rule is that you have to be studded up to get in. It's not unusual to see trucks with bikes headed out to the eastern slopes all winter long, although this year the snow has become a bit light after the extended warm spell and some guys have been whining about tire wear. Hopefully, it snows again soon.
I'm also a eMtn nut, and have studded up for that as well and, frankly, have as much or more fun riding in the snow as I do in the dirt. It a bit unusual to see anyone out below -25C, but definitely not unheard of. As for the -17 cut-off, that's likely because it is close or roughly equivalent to the 0 degrees Fahrenheit, and that used to be the cut-off point for many outdoor activities. As a kid, many of my hockey games were on outdoor rinks, and that was the point where we couldn't play anymore.
Alberta has been hard-core for a variety of winter riding, but the most famous event is the Numb Bum, a 24 hr winter ice race held up north and where there are no limits on temperature and machines:

Can you make it 24 hours on one set of tires? I run AMA style studs but have ran Fourniers too.
We run on ice here in Thunder Bay too, usually on Lake Superior, but it’s been too mild the last two winters. Today it was 4c and raining! Crazy.
Why the second fender down low?
All ice racing bikes hv that. Or to race you need that. Probably for projection of the other riders. They race hard & Very close coming in on a rider at high speed and side by side . Flat track guys usually shine little brighter on the ice.
